Appalachia, Powell Valley, and Football

Nobody is saying they can't go to school there, just that unless they physically move inside Norton's boundaries, then they can't play sports for 365 days. P.O. boxes are not acceptable.

Remember, sports and other extra-cirricular activities are not rights. A lawsuit would do nothing but waste said parents money.

Of course the schools could let players play that are not eligible and just forfeit said games at end of season though.

Here's 28-6-2 (9)... it's a bit wordy, so read thru it once, then go back and read just the last 7 words by themselves ...

In the case of a school reorganization or consolidation which results in the discontinuance of one or more high schools in which students had been or would be eligible under this rule, these students become eligible in the school designated by the school board to receive pupils from the discontinued school at the time set for the reorganization or consolidation and
only in the high school so designated.

Key word here is 3rd from the last... it's singular, not plural.

Even IF Tilley said it, I think someone could challenge and win... he may have said it's okay, but it's black-and-white in the rulebook that multiple schools aren't okay.

The part about designating Lee is interesting. I know WV flat-out does not allow a kid to be eligible in a neighboring county in this situation. Guess this is a way to appease those PARENTS who don't their kid to be a (whatever).

I'm also intrigued about what Lee Co. thinks about this. Do they not have a say if Wise Co. says a Keokee kid is eligible there?

Again... this is merely paper work and a hand shake and a nod from parents they want their kid to play (wherever) is in question... very minor easy fix to this...

If this is truly how Norton does things (I am sure it is not given the hoops they jumped through for Pinkston a few years ago) they are playing with fire.

No that is not how Norton does things. Everything is taken care of well in advance and done the right way before anyone steps on the field and/or court.

Okay here is a question, people say you have to move inside the City limits to go to Norton, if this were true we wouldn't have many students at all. There are some who live just outside the City limits. You have Josephine, Thackers Branch, Guest River, Powell River, etc. Those places are not in the City limits but do have Norton, VA addresses.

So my question is this, you could currently have two neighbors in any of these communities (lets do Thackers Branch for example) with one going to Norton and one going to Wise. If this kid decides he doesn't want to go to Kelly anymore and wants to go to Norton is that okay????? He has a Norton address all along

I can see a lot of kids whom live on these outlying areas who go to say Appy or Kelly that may say I want to now go to Norton, would that be acceptable since they already have Norton, VA physical address?

It doesn't matter where their address is. Once you establish a school that you are going into the 9th grade of if you decide to transfer, to become immediately eligible to play sports you must also have a change of address. It doesn't matter if you were already within that schools area or not. If not, you must sit out 365 before you are eligible.

Gotcha, thanks. That was a little unclear to me. I also think it kinda sucks because say if you lived in Josephine which for those that don't know just outside corporation limits of Norton 1 mile from High School but you went to Appalachia. Now that the school closes you have to drive an extra few miles to get to PV instead of just transferring to Norton where you are much closer.

But this confuses me even more, to transfer to Norton you would have to have a change of address to a Norton address, is this correct?????? But what if you already have a Norton address but went to Appy. Ahhh this is all to crazy, just do away with the rule.

again, a KID can transfer anywhere, anytime. A VARSITY ATHLETE must sit 365 unless s/he "moves" or the school closes.
Now, a quick note on "moves"... must be a family move. Moving in with an aunt ot grampa don't cut it, unless they have custody thru the courts.
(another quick note... none of these rules apply if you wresrle for a state title team).

It doesnt necessarily have to be a Norton address, just a change of address thats shows the proof of a move.
